What is QuAC?

The Biocidal Products Committee adopted the opinion on the approval of the active substances Didecyldimethylammonium chloride (DDAC – CAS 7173-51-5) and Alkyl (C12-16) dimethylbenzyl ammonium chloride (ADBAC/BKC (C12-16) – CAS 68424-85-1) for PT1 and PT2 at the Biocidal Products Committee meeting (BPC-41) from Nov 29 to Dec 3, 2021.


From our experience, it takes about two years from BPC opinion until approval date of the active substance(s). At that time your BPR biocidal product dossiers need to be submitted to be able to keep your products on the market. The approval date of DDAC and BKC can therefore be expected by December 2023. As the time frame for preparation of dossiers and performing required studies can be time very consuming,  we recommend to start with dossier preparation for your biocidal product or biocidal product family as soon as possible.

QuAC is an umbrella consortium created by CEHTRA and Steptoe to cover all Quaternary Ammonium Compounds (QUATs) and/or PT combinations. By joining this consortium, QuAC members can save time, resources and costs for risk package or participation in complete generic dossiers.

QuAC Strategy

Group A: Companies having interest in Biocidal products containing specific QUAT and/or combination of QUATs - Risk package (at least 2 companies sharing the same use(s))

Group B: Companies having interest in Generic Biocidal product(s) belonging to a
Generic Biocidal product family – Generic BPF dossier (Products with similar
compositions according to the new BPF concept)

Risk Package

  • Own dossier(s)+ Generic dossier(s)

  • Sharing of costs for generation of risk evaluation

  • No dossier submission within Umbrella Consortium

  • Minimum level of sub-group participation

Complete Generic Dossier(s)

  • Products with similar composition in the BPF

  • Limited use combinations

  • Different BPFs and/or BPs under
    Umbrella Consortium

  • Less flexibility in terms of products
    compositions – Generic dossier
